Windows Server 2022 on Kubernetes

Added Windows Server 2022 support across the Kubernetes ecosystem at Microsoft, with merged changes in kubernetes/kubernetes (the pause image), test-infra (the containerd CI job), Cluster API for Azure, image-builder, the Azure cloud provider, AKS Engine, and the CSI drivers.
Why I Built It
A new Windows Server release has to land in every layer people use to run Kubernetes on Windows: base images, CI, VM images, cloud providers, and storage drivers.
